Protect Yourself From Tech Support Scams
Tech support scams are an industry-wide issue where scammers trick you into paying for unnecessary technical support services. You can help protect yourself from scammers by verifying that the contact is a Microsoft Agent or Microsoft Employee and that the phone number is an official Microsoft global customer service number.

Thank you for posting your query at Microsoft community.
Which browser are you using to download files? Do you have any third party application installed?
Do you get any error messages? The download may also be prevented if your firewall is blocking.
- Click on the "Windows Firewall" link in the All Control Panel Items window.
Click on the "Turn Windows Firewall On or Off" link in the left sidebar.
Uncheck the box next to "Block All Incoming Connections, Including Those in the List of Allowed Apps" under Private Network Settings and Public Network Settings.
Click the "OK" button to save your changes.
Do not forget to turn firewall on after you are done troubleshooting.

Hey there,
I tried those steps with no luck.
My anti virus software expired so I didn't have any installed until just now, so I dont think that could have been the reason for the problem.
and I've done some scans now which haven't found any viruses or malware that could be doing this either
Anyone know how to revert back to the old version of windows?
Not sure there is any other way around it, and it's just slowing work down way to much

Your response doesn't even address the problem. This has NOTHING to do with a firewall or anti-virus software.
The files aren't being blocked from being downloaded, they are blocked from being opened after downloading. You have to manually go into each file's properties and uncheck the "unblock" box. When you have to download numerous files from a trusted site, this can be a bit annoying rather than downloading and just opening the file.
